That error means the licensed options file could not be read. That is usually a software error. If you have the System Disk, often stored behind the access door on the side panel, put it in the MO drive and turn the system on. The system should boot up to it normally. If so, you may be able to restore the licensed options file from the MO disk to the hard drive.
If you are going to take one hard drive from one system and put it in another, you either have to reload the licensed options from the system the HDD went into, or you have to move the ID Chip from the system the hard drive came from and install it in the system you installed the HDD into.
The ID chip lives on the System CPU in slot A6B (in the back of the system). On the cpu there is a Chip that looks like a Button Style Battery. It is even labeled B1. That is your ID Chip.
