20141125 Update:

confirm my IE33 is  E cart,  I can't find SIP & Dolphin Card? 2 HOST CPUs in the UMB,and 2 7600GT GPUs

the display show the  shell witch diagnostic information

Error Msg?

CDATA  [  CT Heap memory unavailable, Ensure software memory hole enabled in BIOS, Amount  available ,0x0?]

Error Msg?

CDATA?[ Error in creating physical memory allocator ]

Error Msg?

CDATA [  throwing exception of type class platform :: CPlatformMonitor Domain Launch Failed Exception :"CPlatformMonitor Domain Launch Failed Exception"   ]

Error Msg?

CDATA [  System failed to initialize and displayed a  message to the user

I did something as follows:

1, Reseating the CPUs Memory, wipe the golden finger  , Error Code 602  nothing changed

2, Remove all the DIMM slot of the memory near the bottom?system can always power up and UMB POST code AA,hardware and  software initialization as before,Error Code 602, nothing changed

3, Swap the two CPUs, system can power up,Post Code AA,but no display signal, why?

4, Restore the  swaped CPUs in normal as they leave the factory,System Power up , Post Code, AA. the display output in normal, Error Code 602  nothing changed

Can be one of the cpu failed?

You should be able to purchase software from a third party for a lot less than philips I think Ultrasolutions had it for $700 at one point.

Thank u so much?t got a try!

I found some information in the IE33 Error Code checklist ,is there any possibilities about the SIP Processor?

If you removed the SIP, check to see if you lifted it up by the square bracket on the top, towards the back. If that gets bent by lifting, it may be possible that your cable connections are not fully seating.

Best thing if you contact one of the repair vendors (Guru, Axess, or Summit) and let them help you identify the cart rev. You HAVE TO be clear on what cart you have, or you will be (1) getting the wrong advise, and (2) probably getting parts that do not match.
