Does a dead battery prevent start-up

I have a GE Logiq Book XP.  It will start, go almost to the end of startup than shut off. Each time I try to restart, it shuts off sooner.  Without the battery in place it does nothing.  Any suggestions?  Also, if I leave it to charge awhile, it will go farther on the startup.
