Right brake on the c-arm will not brake. Would it be a brake pad that needs to be replaced?

The left and right brakes are connected by a shaft. You probably have a loose or missing allen screw. Check the parts diagram for a picture

I found The C-clips on the Brake shaft have come out of the groove on the shaft. The c-clips moved past the grooves and allowed the shaft to move and dis-engauged the handle splines.....
I was able to re-cut the grooves in the Shaft with a small jewewlers file and use a replacement set of c-clips... careful not to recut the ring groove on the shaft too deep. or you will be replacing the shaft.
