System Failure 9 is a heater control failure. Ran into this problem a few months ago. We replaced the Power PCA board, fixed the issue.

It could also be the Heat Engine Kit (the heater assembly on the top part of the Panda).

Part number M1110787-S.

An Alignment Tool part number M1118361 available from GE is required to check the heater alignment after the new heater assembly is installed.

26, 27 ohms is typical new(for 115V units). I've see 2 failure modes. Most common is Ni-Cr wire just completely fails, in which case you have an open circuit. The other failure is the heater starts to drift to a lower resistance. If the resistance between the heater and eprom chip exceeds 4 ohms, the Giraffe/Panda Warmer gives a system fail. The resistance changes with temperature, so you can have a heater that only gives a system fail after it is warm. The eprom is attached to the other 2 wires on the 4 pin heater connector. It is programmed at the factory, and is specific to that heater's calibration. 

In my experience, 99% of the time the alignment doesn't change between heat systems. The dish can be changed out without the laser tool, if you know the old dish was aligned. It usually only gets out of alignment when someone who doesn't know what they are doing adjusts the 3 alignment screws by accident.
