9800 Precharge Voltage Error

We've got a baffling error here.  Precharge voltage error (15 arrows) at startup
replaced:

batteries, charger board, power signal interface, filament driver, generator driver, etc... we've changed almost every board including the user control boards on top.

Charger boards show red Overvoltage LED illuminated, 200V on DS4
Charger board output is 200V

We see 120V into Power interface board P8, but only 60VAC out of P3 (voltage going into charger board) 60V even with charger board unplugged.  Is this the voltage we're supposed to see? 

Green external charge indicator is illuminated, other output voltages from power/signal interface are correct (test point voltages are accurate)

Thanks, Kaylee.  I  saw that thread before.  It was my starting point after the manual got us nowhere.

Can we mark this thread solved?

Looks like our 115VAC dropped to 60VAC at the inrush current limiter RT2

We had a spare workstation in our shop and connected it to the C-arm stand.  without turning it on, the bar indicator on the charger board stayed constant at 220 and didn't go into Overvoltage.

The surge protector PCB right after the transformer assembly was replaced and system is working now.

Funny how something in the workstation gave the same symptoms as CB1 being off or battery lead failing
