There's a motor speed specification that needs to be met at system startup. If it's out of tolerance, it will throw this error. You'll need to enter the Service Diagnostic Mode and perform a Motor Calibration/Test. If the motor speed is out of tolerance (specs listed in the service manual), you will need to apply a weighted factor, readjust, and test again. If you're unable to bring it back into specification and/or if the error does not clear, you may have a problem with the main baod, motor control board, wiring/connections or the motor itself.

I have seen this issue a couple of times when the batteries are no good. Changing the batteries and performing the battery test, then performing the motor calibration test often resolves the problem.
