My autoclave is heating up to about 260 degrees, but not holding temperature. what could be the problem?

RE: Pelton and Crane - OCR Omni ClaveAn OCR was donated to us, but it has been in storage a long time. When tested it produced smoke and a burning smell. The cover was taken off and there appears to be insulation around the bottom, but it also looks like a rat nest. It's very hard to tell.
Is fiberglass insulation common in these autoclaves, or is it just a rats nest?

RE: Pelton and Crane - OCR Omni ClaveI am servicing an old P&C manual autoclave OMNI CLAVE A4 1210, and I do not know if the bellow valve is operating correctly, since during all the heat up cycle I do have "air" coming out of the condensing coil. I think that this valve should expand and close as the temperature increases, isn't ?
Takes 40 min to reach 120 C and 23 psi.
Anybody has a description of the operating cycle.
