Baxter Colleague 3 won't power on with AC or battery.

I have a Baxter Colleague 3 that will not power on. My original thought was that it needed a new fan because it made a strange noise when I plugged it in. I tested the fan with a power supply, and it ran smoothly. I also measured the fan output on the power supply board, and I got 13.92 V, which shouldn't be a problem. Does anyone know what the problem could be?
