Fan starts running soon as you plug AC power to it. Doesn't have to be turned on. What causes this?

I have a Rad 97 that will not turn on but the power button will have one long red light followed by 3 short lights. Has anyone had any experience with this issue? The service manual is no help.

After a couple seconds of starting device it displays error 1 and then the alarms start sounding off. It seems to go off then restart and I noticed it isn't holding a charge the entire time I was charging it?
