Hello I keep getting error code W03, I have removed handpiece, withdrawn water, filled with new distilled water, did flush and the error keeps popping up. Can anyone help? Thanks

A FLU115D unit I've been working on has given me a hard time. One of the 12.5A primary fuses blows whenever you start a cycle. I've replaced both motors and the line filter, without any luck. The heater circuit tested within parameters. I'm fairly lost on this, any direction as to what I could test meter-wise or replace would help.
