iip error 30151

I instal a fresh iip to windows 7 workstation with ver 8.3 after i open the program i got error 30151 can you help me with that

The dummy node is not set up.

Choose the Service Utility’s “Setup Configuration Item”, “NETWORK
CONFIG”, “HIS HOST (IIP)” to check for node setup. If no node is set up, set
DICOM Print SCU as a dummy node.
The DICOM Print option key need not be installed.

When the OS is installed newly, be sure to initialize the image
database. If you start up the CL-AP without initializing the image
database, an error window opens
