Changed foot cylinder, still no movement. All other functions okay

Make sure the drip pan beneath the seat is pushed in fully. There is a safety switch behind the pan that prevents the foot section from raising if the pan is not pushed all the way in. The switch could also be faulty or wiring connections loose.
