What does Error 149 Y Encoder failure means on a Kodak Point of care CR-140 System

Y encoder error means rotation motor was commanded to rotate but no pluses were detected by encoder. Things to check,
1. check flex cable connector between the USB and the motion board.
2. Check connection on motor drive board , connector pin1
3. check that the voltage in pin 1 is 12V while operating rotation motor through diagnostic screen.
