Hi,
The licensed options are stored in a file on the Host hard drive, the one with the OS that boots the system. There should have been a backup of that file on a CD or DVD labeled as the LO file for that specific system serial number. If the Host hard drive has failed and is no longer functional or readable, and there is no backup LO file disk, then only Philips can supply you with the licensed options file to enable the options that system is entitled to have.
If the Host hard drive won't boot the system due to some software corruption, it may be possible to still read the files on the disk by using an adapter cable going from USB to IDE/SATA along with a power brick. Remove the drive and connect it to a separate Windows computer to see if you can view the files on the drive with Windows Explorer. The Working Option file is in the following folder:
Rw_normal\host\config\iu\licensedoptionsfile.xml
To make an Option file disk, copy the working option file from the system hard drive to your computer. Open it with Notepad, copy the chip ID from it, and then close Notepad. Edit the name of the option file by adding an underscore “_” and pasting the chip ID at the end. For example the option file on the hard drive is:
licensedOptionsFile.xml
Then rename it to:
licensedOptionsFile_00000ec676ed.xml, using your chip ID in place of this example.
Put this file on the root directory of a CD or DVD, or USB drive and you have an Option file disk you can use to restore the licensed options to the system.

is there a way to find the chip ID (only) in case the hard drive completely crashed ?
the serial number is located on the back cover, can i locate the Chip ID anywhere on the system ?
