Stat 1 and Stat 2 flashing on ECU Board

Table does not move, buttons (press and hold a Green and any movement button) produce a beep for as long as they are held down on Column Membrane Panel. Batteries are charged, and 3 green LEDs on the ECU are lit. Stat1 and Stat2 (Red LEDs) are both flashing different repeating patterns. External LEDs look OK. Can't get it to enter it's internal diagnostic program either. Is the ECU nuked, or am I missing a critical step to make this thing move?
