Here is a breakdown of your errors. ERR 12 is most likely the 3.3V CMOS battery on the control panel. It will give the error when it goes below 2.5V. ERR 13 usually happens when they unplug the system without powering off. It sometimes causes the U2 fuse on the D6 board to blow. ERR 17 is the capacitors charging to slow. First make sure someone hasn't turned on the discharge switch. It is on the D7 board at the top front of unit. If that is fine then check big 101 fuse. After that check the fuses between the capacitors, but be careful of the 300VDC. If you get this far please make sure you discharge everything first. I use a bulb with jumper wires to discharge capacitor banks and measure everything before replacing bad fuses or bad capacitors.
