Normally this is caused by a bad board or corrupted firmware. It can also be a bad screen, but that is a lot rarer than you would think. The flat rate cost to fix it changes from $3,200 for $3,700 depending it seems on the salesperson and the area you are in. We also fix them or buy them or take them in on trade.
