Inspector requiring whole cord replacement

Anybody know if the NFPA requires (or why the medicare inspector requires) a whole power cord to be replaced on a bed,instead of just the HG plug?

We were safety testing a Hill rom bed with hard wired power cord at a nursing home. the ground was broken, the Maint. Dir.  cut off and replaced the plug with a hospital grade one.  The medicare inspector stated "this is not acceptable"  and said " the whole power cord with a molded plug needs replacement"  but failed to issue any documentation regarding compliance.  My question is, Is there any documentation in any governing body (such as JCAHO, OSHA, ACHA or NFPA99) that agrees or disagrees with this assement of the inspector.  I have looked thru my NFPA99 book and cannot find any reference.
