What should be the resistance range for a healthy heater element? Unit continues to blow overtemp control.

Somewhere between 20 and 100 ohms.  Obviously should not be shorted or open.

The answer will be approx 14 ohms The reason the overtemp pops is because the water temp has exceeded 180 degrees or the overtemp sensor has gone bad

Would it be possible to have access to a wiring diagram ?  I am having the same issue with overtemp tripping. Also where can I buy parts ?

You need to repalce the Overtemp switch . Part # 20548
