It sounds like it may be a board, or it could be software corruption or a bad hard drive. What does the status bar say when it stops booting, System Starting or DIMAQ Initializing?
The hard drive on most Sequoia systems is mounted behind the switch bezel, underneath the monitor. It was originally mounted on top of the card cage, which is a little harder to access.
You can view the boot-up status messages, which may tell you what is keeping the system from booting up, by holding MultiHZ up and pressing the V key down when turning on the system. That is called verbose mode and will display the messages on the display screen.
You can also view the boot-up messages using a laptop. Use a USB to Serial converter and a null modem adapter or null modem cable. The connection at the Sequoia is COM1, a 25 pin connector. There is a null modem cable by Belkin that has a 25 and 9 pin connection on each end. This cable will provide connections usable for the Sequoia. Use a Terminal emulator program such as PuTTY.

The service manual is not worth the CD it is saved on and will not help you repair the system. The useful documents are the ones that were originally intended to be part of the service manual, but were deemed to have too much information to provide it to customers so it became the training manual and associated documents for Acuson field engineers.
