Are there any pm requiements needing a certified tech for this?

I do not fully understand your question.  Are you asking if a technician has to be certified to complete PMs for a health department?  If so, I would say no as long as the technician is working in a biomedical capacity, has calibrated test equipment, and the equipment is not high risk, like anesthesia or ventilators.  Those items should be handled by manufacture trained technicians.

For your ekg? It really depends on what type of facility you are running. Your Insurance as well. You may be required to have a biomed/company inspect your equipment on a regular basis. Aaahc, aaaasf, jacaho, doh, etc. Any patient related equipment in a patient care area is required to be inspected, as per mfr specifications in hospitals, surgery centers, etc.
