Energy of the last pulse fired was less than the expected energy by more than 70%.

Requires recalibration of energy levels.

What is the necessary procedure for calibrating energy levels?

I would be glad if you help for this.

Have you checked the MANUALS? 

You need a Coherent LabMax Top Power/energy meter.  A 20 joule pyroelectric energy detector for it as well as the cable to attach to the instrument and the manual to follow the procedure.

 Without the proper equipment and experience in using the equipment any attempt at calibration would probably be detrimental to the instrument.
