The only way I could imagine it not being replaced under warranty would be if you or your negligence damaged it. They are designed to last at least one year. I've seen them last five. It is considered a "wear part" designated to be replaced on a regular basis as part of the PM routine like solenoid valves and filters and these parts are not normally covered if they fail from normal wear and tear during the warranty. If you are 11 months in to your 12 month warranty and run 3 shifts of cycles in a facility with terrible water and steam quality and the gasket is worn out, then I could see the argument that you should pay for either replacement or a PM / parts contract. If any part of the sterilizer fails prematurely due to defect it should be covered FOC during the warranty period.
