Application wont start

Hello. Yes, system restarted multiple times. Same issue even after total shutdown for 5days

We can check the manual and see what's causing this problem. What is your email ?. 

I have the manual. theres not much to go in in that.

Do you have service tool open in other viewers?. Make sure it's close. I can take a look if you give me access. 
 

This is the problem, service tool is not showing in any viewer, but the system says it is still running. I do not have remote access availability, sorry.

It's going to be hard without looking the logs. Can you make sure the firewall is off?.
