The head section of the does not raise when I press the button to raise entire bed. I have changed valves already. What should I try next.

so you've repalced valve 15? have you verified if the coil is activating when you press bed up?
valve 15 is feeding hydraulic fluid to the foot end. if you've verfied the coil is magnetized, do you feel hydraulic fluid being pushed thru the hose to the head cylinder?
Are you hearing any strange noises? like a motor straining due to insufficient fluid?

Check also the batteries Amperes when You try to lifting with Clamp Meter please and see if You have service manual how many Amperes need Motor Pump maybe the batteries are too old and they do not reach enough to feed the Pump if the Motor Pump is Ok of course.
