Digitizer will not enter self-test upon startup

I am powering up the digitizer without the workstation connected and when the unit starts the red LED flashes continuously and the display only a blinking cursor. The service manual says that the digitizer is supposed to enter a self-test upon startup and report that the unit is ready or the self-test has failed. Does anyone have any ideas or experience on why the unit will not enter test mode?
