It is probably a shorted solid state relay (SSR). Disconnect power cord, and then disconnect one of the leads to the output connections of the SSR, and check it with an ohmmeter to see if it is shorted. Alternately, you could disconnect one of the input leads to the SSR to see if the compressor runs, even without an input.
