Hi RHCB,
The manual says I18 is "Collimator/Console locked" and is due to "The X-ray Console and the diaphragm control are locked due to service access" and recommends "Wait until end of service access. If no service in progress power OFF/ON from the X-ray Console." After that I'd call GE.
