Text markers do not transfer to PACS

Issue: Unable to see text markers in PACS, but they save in the images.
All 3 pages of the preset markers (like "L" and "R" ... the .bmp's) transfer to PACS but *not* the customized TEXT

Any suggestions where to look in the settings?
Or maybe could there be a user permission that has to be enabled to be able to annotate images with text markers?

SOLVED: The DICOM settings for the PACS destination had annotations turned off. It had been this way since installation, so the users had been adding text annotations directly through PACS.
