Showing not connected on lcd while the dp 33 light is also off in supply

On the Logiq P5, the DP33 board is part of the power distribution chain.
If the DP33 LED is off, it normally means:
The SMPS/power supply assembly isn’t outputting one of the needed rails,
OR the DP33 isn’t receiving that rail,
OR the backplane / harness between them is open,
AND the system cannot initialize IO boards ? LCD says Not Connected.
