I dont believe that there is a lock to tilt the LCD screen up and down, correct? Or am I wrong, apparently the screen is locked into place in an upright position, and will not allow me to tilt or adjust the screen...can any one offer a suggestion.

Both the CRT and LCD monitors have tilt ability to adjust for different users. Here is a copy from the specs on the LCD.

If yours does not tilt you may have an aftermarket monitor that is not right for your system. To avoid any workers comp lawsuits make sure it is adjustable for ergonomics.
